GitHub is closing the visibility gap in its Copilot reporting stack. The Copilot usage metrics API now surfaces GitHub Copilot app activity alongside existing IDE, chat, code review, and coding agent data. Two new fields land in the enterprise and organization reports: daily active Copilot app users, and a dedicated app section tracking session counts, request counts, prompt counts, and token consumption broken down by input and output. Previously, app usage was a blind spot in the API entirely.
What this means for your business
Token consumption data is the detail that matters most here. Session and request counts tell you adoption breadth. Token breakdowns tell you intensity of use, which maps directly to inference cost. An enterprise running Copilot at scale across thousands of developers now has the raw inputs to build a genuine cost-per-developer model, segmented by surface area, rather than estimating from seat count alone.
The pattern worth recognizing: GitHub is building a unified observability layer across all Copilot surfaces before enterprise buyers start demanding it. The same API now spans IDE completions, chat, code review, coding agents, and the standalone app. That consolidation is deliberate. Fragmented per-surface reporting is how AI tool spend becomes unauditable, and GitHub is positioning itself as the vendor that solved that problem before procurement teams made it a renewal condition.
The signal worth watching is how this data gets used in chargeback models. Engineering orgs that bill AI tool costs back to product teams by squad or division now have the granularity to include Copilot app usage in those calculations. That changes the internal incentive structure around which surfaces developers choose, and it gives CTOs real leverage in renegotiating seat-based contracts once actual utilization patterns become visible. The question is whether your FinOps tooling is wired to the API yet.
