Deloitte is betting that enterprise AI governance is now a billable assurance problem, not just a consulting conversation. The firm’s expanded AI Controls and Assurance offering spans the full AI lifecycle, combining advisory work on governance frameworks with direct assurance services around internal audit, risk controls, and financial reporting. Deloitte is also embedding compliance requirements upstream, working with hyperscalers to build controls into AI solutions before deployment rather than auditing them after the fact.
What this means for your business
Whether this story is about you depends on one question: who currently owns AI risk accountability inside your organization. If the answer is genuinely unclear, or split across legal, IT, and finance with no single owner, Deloitte is designing this offering precisely for that gap. The firms most exposed aren’t the ones moving slowly on AI adoption; they’re the ones that moved fast without building a governance layer and now have AI systems making consequential decisions with no audit trail anyone can defend to a board or regulator.
Deloitte’s framing, shaped by an assurance business that profits when organizations can’t self-certify AI reliability, tilts toward positioning external validation as the default rather than the last resort. That’s worth noting, but it doesn’t make the underlying problem wrong. The “ambition-assurance gap” Frank Milano names is real and getting wider as agentic AI, where systems take autonomous multi-step actions without human review at each step, moves from pilot to production. Internal audit teams trained on software controls weren’t built to evaluate whether an AI decision process is explainable, consistent, or free of discriminatory patterns.
The firms that won’t need to buy this from Deloitte are the ones that built AI governance into their procurement and deployment standards before the portfolio scaled. For everyone else, the decision this reframes isn’t whether to get controls in place, it’s whether to build that capability internally, which requires dedicated headcount and tooling, or to treat it as an assurance engagement, which trades cost for speed. A renewal cycle on a major AI vendor contract is a natural forcing function for that call.
