Novaworks.ai is betting that the next HR platform category isn’t a better Workday, it’s an operating layer that treats employees, contractors, and AI agents as a single, unified workforce. The company launched its Core HR SuperAgent and companion toolset built on ServiceNow’s enterprise AI infrastructure, positioning itself as the system of record for what it calls “total workforce management,” a frame that explicitly includes AI agents as managed workers alongside humans.

What this means for your business

The CHRO who should pay attention here isn’t the one running a tidy full-time workforce on a mature HCM, it’s the one already managing a sprawling mix of permanent staff, contingent workers, and now autonomous AI agents, with no single system that governs all three. If your workforce headcount looks clean on paper but the actual work is being done across vendors, freelancers, and bots that report to nobody in HR, Novaworks is explicitly pitching at that gap. That’s a real gap. Whether they can fill it is a different question.

Building on ServiceNow rather than standing up a proprietary data layer is the most defensible architectural choice Novaworks could make, and also the most constraining one. ServiceNow already owns IT service management and is aggressively expanding into HR workflows, which means Novaworks is simultaneously riding and competing with its platform partner. The announced PR Newswire origin of this story, coming from a vendor with no named enterprise customers cited, means the product ambition is real but the proof of enterprise deployment isn’t yet public. That matters when you’re evaluating whether to put core people data on a startup’s layer.

The category bet itself deserves credit regardless of whether Novaworks wins it. Treating AI agents as workforce members requiring onboarding, policy compliance, and lifecycle management isn’t a metaphor, it’s an emerging governance requirement that most CHROs haven’t formally owned yet. The vendor who establishes that HR, not IT, governs AI agents in the workforce will have significant organizational influence. I’d revise this view if a tier-one HCM player like Workday or SAP SuccessFactors ships a native agent-management module in the next 12 months, because that move would instantly commoditize what Novaworks is building.
