Surveying 551 senior leaders, the firm found that enterprises with a dedicated, governed AI strategy are three times more likely to report measurable AI impact (60% vs. 20%). Only 42% of organizations overall have reached department-wide adoption with measurable results. Meanwhile, 96% of IT executives expect AI budgets to increase in the next 12 months, and 78% expect AI to disrupt their current SaaS arrangements within two years.<\/p>\n<h2>What this means for your business<\/h2>\n<p>The 3x figure is where CIOs should plant a flag. It doesn&#8217;t mean strategy documents cause outcomes, it means the organizational scaffolding required to write a real strategy, defined ownership, data governance, board-level accountability, is the same scaffolding that produces results. If your AI program is a portfolio of pilots reporting into different sponsors, you&#8217;re almost certainly in the 20% camp regardless of how much you&#8217;re spending.<\/p>\n<p>The cost-reduction finding deserves more attention than it gets in the press release. Only 11% of the most impactful AI use cases name cost reduction as their primary goal, while productivity and throughput lead at 38%, followed by revenue growth and risk reduction. This inverts how most AI business cases get written inside finance-constrained planning cycles, where headcount reduction is the easiest number to put in a spreadsheet. The practical implication is that CIOs who frame AI ROI primarily around cost saves are building cases optimized for approval rather than for impact, and those two things are increasingly diverging.<\/p>\n<p>The chief AI officer data point is a warning shot for CIOs who assume IT ownership of AI is permanent. Organizations with dedicated CAIOs report the highest measurable impact rates, and while CAIOs are still rare, the trajectory is clear. The CIO&#8217;s grip on AI governance is only as secure as the measurable results coming out of it. Budget confidence tracks with governance maturity too: 73% of organizations with board-governed AI strategies report high confidence in budget increases, versus 34% of those running ad hoc programs.
