Budgets for security are going up, yet alignment between risk strategy and cybersecurity readiness is going down. That&#8217;s not a resource problem, it&#8217;s a governance gap, where money is flowing toward cyber without the organizational structure to absorb it coherently. The CIO who treats this as the CISO&#8217;s problem to clean up is the one who will own it publicly when something breaks. The falsification condition here is simple: if security-readiness alignment recovers in the 2027 edition despite continued AI budget pressure, then organizations successfully multitasked.
