The gap is stark: 55% of employees use generative AI weekly, but only 33% have received employer-provided training in the past six months, and 28% say their company offers none at all. Organizations are pouring effort into AI literacy and basic prompting, while the harder work, preparing workers for roles that don’t yet exist, sits largely untouched.

What this means for your business

The companies most exposed here aren’t the ones ignoring AI. They’re the ones running active training programs and still falling behind, because foundational literacy, teaching someone what a prompt is, does not translate into workflow redesign, agent management, or strategic AI application. If your current program looks like a series of awareness modules, you’re producing AI-adjacent employees, not AI-capable ones. The organizations on the right side of this gap are treating skill-building as an ongoing operational system, not a one-time curriculum launch.

There’s a compounding problem buried in the resource numbers. Only 48% of workers say they have enough time during work hours to develop AI skills, and roughly the same share say they have sufficient tools and access. Training without time is theater. Employees learn AI by doing, by running experiments inside real workflows and iterating on failures. When managers aren’t given explicit cover to protect that experimentation time, training budgets produce completion certificates rather than capability. The organizational design question isn’t what to teach; it’s whether the structure permits learning at all.

The report’s most underappreciated finding is the trust correlation. Employees who believe their organization will help them adapt to AI are significantly more likely to view AI as a job improver rather than a job threat. That’s not a soft HR metric. It’s a leading indicator of adoption quality. Orgs with low workforce trust in AI leadership will see slower implementation, more workarounds, and higher attrition among the skilled workers they most need to retain. The CHRO who treats the confidence gap as a communication problem rather than a structural one will keep solving for the wrong variable.

Concept deep-dive: Reskilling vs. upskilling

Upskilling means getting better at your current job, adding new capabilities within a familiar role. Reskilling means preparing for a different job entirely, often because the original role has been substantially automated. Think of upskilling as upgrading software on existing hardware, and reskilling as replacing the hardware. The Conference Board’s concern is that most enterprise programs are doing the former while AI-driven displacement will eventually demand the latter, and the lead time required to reskill at scale is far longer than most workforce plans currently assume.

Based on reporting from Report: Most Organizations Are Preparing Workers for Today’s AI, Not Tomorrow’s Jobs, originally published 2026-07-28 03:00:00.

Share with your CHRO The Conference Board surveyed nearly 1,300 workers and interviewed 35 enterprise leaders to map where AI workforce development actually stands.
